Bristol BID’s £18 million investment plan includes ambitious projects that enhance the look, feel and welcome of the city centre

A new Business Improvement District would unite and expand the three existing BIDs to deliver ambitious investment, with over £4M to be allocated to enhance the city's welcome

A new era of investment and collaboration is coming to Bristol city centre. A proposed £18 million Business Improvement District (BID) plan will build on the success of three existing BIDs – Bristol City Centre, Redcliffe & Temple and Broadmead – uniting them into one ambitious, city-wide initiative. Over £4M of this investment will go towards making Bristol cleaner and more welcoming for everyone, with a stronger voice to represent our businesses across the city.

Subject to a ballot of eligible businesses this June, the new BID would launch in November 2025, scaling up services that are already delivering visible value while introducing new initiatives to improve how the city looks and feels.

 

The BID’s proposed £4.21 million investment in Clean & Welcoming services will help expand services including graffiti removal, jet washing, tree lighting, public realm improvements and place-shaping projects across the extended BID footprint – including Wapping Wharf, Portland Square and Temple Quarter. This investment also includes targeted enhancements to arrival points across the city, ensuring a strong first impression and a seamless, supported welcome.

The BID’s seven-day cleansing service, delivered in partnership with Bristol Waste Company, removed more than 3,000 graffiti tags and cleaned 9,000 miles of pavements in 2024 alone, responding to over 200 direct requests from local businesses.

Graffiti removal

“People really notice the difference,” said Louisa Briggs, Project Manager for the three central Bristol BIDs. “Whether it’s freshly jet-washed pavements, public art investment, or tree lights in winter, these small touches shape how we all experience the city and show it’s a place that people care about.”

A key ambition of the new BID is to improve how Bristol welcomes people into the city, whether they arrive by train, bus, coach or car. The BID will invest in placemaking and infrastructure upgrades at major gateways like Temple Meads, Temple Quay and the bus station, improving signage, lighting and public art and creating a better experience from the moment people arrive. The plans also include a new team of City Ambassadors, offering a friendly face for visitors and practical support for businesses. These ambassadors will provide wayfinding, information and a visible presence to promote Bristol as a safe, inclusive and accessible city.

Winter lights

“This is more than a tidy-up,” said Steve Bluff, Director of Redcliffe & Temple BID. “It’s about giving our businesses, residents and visitors the environment they deserve – an environment that supports footfall, fosters pride and creates a sense of belonging. A clean, cared-for city isn’t just a nice-to-have. It’s a competitive advantage.”

Local businesses are already seeing the benefits. “The BID delivers a fantastic cleansing service, said Jason Edward, Store Manager at Primark. “They keep our pavements clean and litter free, and always respond quickly to requests for graffiti removal or when our steps – a key entry point to the shopping area – need jet washing.”

Public art

The new BID’s four strategic pillars – Clean & Welcoming, Safe & Supported Communities, Sustainable & Green and Experiences & Promotion – have been shaped by extensive consultation with hundreds of businesses, through workshops, surveys and one-to-one conversations.

“This proposal reflects what businesses have told us matters most,” said Vivienne Kennedy, Director of Broadmead BID. “Whether you’re based in retail, hospitality, the visitor economy or the commercial sector, this is a plan shaped with you, for you.”

The final Bristol BID Business Plan launched earlier this month, ahead of the ballot period, which runs from 5 June to 3 July. If approved, the new BID will officially begin on 1 November 2025.

“We’re calling on Bristol’s business community to vote ‘yes’,” added Steve Bluff. “This is our chance to build a better Bristol together – one that’s vibrant, inclusive and future-focused.”
